Guilt by Association? The High Stakes of Politicizing International Sport

The International Judo Federation (IJF) has broken ranks with the International Olympic Committee (IOC) by authorizing the full, unconditional return of Russian athletes, flags and anthems included, to global competition. This decision, effective immediately for the Abu Dhabi Grand Slam, contrasts sharply with the IOC’s “neutral athlete” requirement and has been hailed by Moscow as a diplomatic victory while drawing fierce condemnation from Ukraine.

This move highlights the fragmentation of international sports governance. While the IOC attempted to maintain a unified front of sanctions following the invasion of Ukraine, the IJF’s pivot, driven by leadership reportedly close to the Kremlin, demonstrates how easily global federations can be swayed by specific geopolitical or personal interests rather than consistent rules.

The proliferation of “political footballs” must stop. At The 451 Institute, we argue that for a society to remain resilient, we must limit the “attack surface” for conflict. When we allow geopolitical disputes to engulf every sector, from banking to sports, we turn every institution into a weapon of war. International sports federations act as monopoly “choke points”; if they politicize their mandates, they hold the power to destroy individual livelihoods based solely on a passport.

We must distinguish between the actions of a state and the rights of an individual. Banning athletes based on nationality is a form of guilt by association, a concept we vigorously oppose. Just as we argue against “debanking” individuals for their views, we believe professional opportunities in monopoly sectors should not be contingent on geopolitical litmus tests. To preempt total polarization, we need institutional neutrality. This does not mean ignoring war; it means containing conflict to the political sphere so that essential functions, and individual fairness, survive.
