According to recent reporting from Times Higher Education, the European University Association (EUA) has responded to the EU’s new competitiveness agenda. While agreeing that universities can be “active partners” in building a sustainable and independent Europe, the EUA issued a stark warning against the “risk of instrumentalisation.”

The association, representing institutions across the bloc, emphasized that its members “will not become mere knowledge and skills machines” focused solely on economic gain. The EUA’s report calls for the protection of institutional autonomy—allowing universities to determine their own academic and governance models. It also cautions against an over-emphasis on STEM subjects at the expense of the arts, social sciences, and humanities, stressing that international openness for the free flow of knowledge must remain the standard.

The EUA’s position highlights a critical tension that is central to the 451 Institute’s mission. When a political body, even a democratic one, sets an overarching economic or security agenda, it risks subordinating the core missions of critical institutions.

A university’s primary mandate is the pursuit and dissemination of knowledge —not only to serve as an engine for the majority’s economic goals of the day. This “instrumentalisation” is a classic example of politicization, where an external agenda threatens to disrupt the institution’s essential function and autonomy. We believe protecting universities from this type of majority overreach is vital.
